He lives in an Eastern European capital with his two cats, which he named after Russian composers. But actually, this book isn't about Oskar, because he's in California right now to get a divorce. That's why he hires an old friend from his student days to look after the exquisitely furnished apartment in his absence, so that his cats and especially the precious wooden floor are not damaged. But of course everything that can go wrong does go wrong, one catastrophe follows the next, and yet the story has a happy ending in the end.
